OBD-II and Reflashing Cable.  Allows pin 13 to be used as programming voltage for several makes of cars and trucks.  It also supports all the standard OBD-II protocols and will work with many OBD-II interfaces sold today.  This is only a cable and is not designed for direct connection to a computer.
